Congress Manifesto 2024: On Friday, April 5, the Congress Party unveiled its Manifesto for the 2024 Lok Sabha Elections. The other name for it is Nyaya Patra. Congress Manifesto 2024
On Friday, the Congress presented its manifesto for the Lok Sabha elections. Five pillars of justice for all classes and areas are highlighted in the 48-page Nyaya Patra. Under the direction of former Finance Minister P. Chidambaram, the Congress Manifesto was drafted.
According to Congress President Mallikarjun Kharge, it was accepted on March 19 by the Congress Working Committee. A nationwide caste-based census has also been committed to by Congress. According to Congress, its manifesto includes mentions of five justices. This contains 25 different kinds of assurances. Because justice—the justice of farmers, women, labourers, and youth—is the foundation for equity.
The five guarantees that Congress has talked about in the interest of youth justice include the promise of providing 30 lakh government jobs and giving Rs 1 lakh every year to the youth.
Congress President Mallikarjun Kharge said that while releasing the Nyaya Patra, the focus was on five pillars of justice during Rahul Gandhi’s Bharat Jodo Nyay Yatra which announced Youth Justice, Farmer Justice, Women Justice, Workers Justice and Equity Justice. Out of these, 25 guarantees emerge, all of which have been included in the manifesto.
What Promises Were Made for Which Class?
If we talk about the major points of the Congress Manifesto 2024, it includes the following promises.
- Nationwide Economic Social Caste Census.
- It has been guaranteed to remove the 50% limit on reservations for Scheduled Castes, Scheduled Tribes, Other Backward Classes and poor general classes.
- All vacant posts reserved for Scheduled Castes, Scheduled Tribes and Backward Classes will be filled within one year.
- 10% reservation for Economically Weaker Section (EWS) in education and jobs will be implemented for people of all caste communities without any discrimination.
- Contract recruitment will be replaced by regular recruitment and the existing contract workers will be regularized in government and public sector agencies.
- The landless will be given land.
- After extensive consultation, the party will introduce legislation to recognize civil unions between couples belonging to the LGBTQIA+ community.
Big Promises for Youth
- Fast-track courts will be provided to adjudicate cases of question paper leaks of job examinations and victims will be compensated.
- To provide guaranteed employment, the Apprenticeship Act, 1961 will be replaced by the Apprenticeship Rights Act.
- This law will guarantee every diploma holder or college graduate under the age of 25 years of 1 year of training in a private or public sector company under the new Right to Apprenticeship Act. Under this law, every trainee will be given an honorarium of Rs 1 lakh per year. Youth will get skills through training, employment potential will increase and lakhs of youth will be provided full-time job opportunities.
- About 30 lakh vacant posts sanctioned at various levels in the Central Government will be filled.
- Congress will restructure the Fund of Funds scheme for startups and make 50% of the fund i.e. Rs 5,000 equally available in all the districts of the country to provide funds to youth below 40 years of age to start their own businesses and provide employment. Rs crore will be allocated.
- The government will provide one-time relief to those youth who could not take the government examination from 1 April 2020 to 30 June 2021 during the pandemic.
- Application fees for government examinations and government posts will be abolished.
- In respect of all student educational loans, the loan amount due along with interest will be waived off till March 15, 2024, and the banks will be compensated by the government.
- Congress will provide sports scholarships of Rs 10,000 per month to talented and emerging sportspersons below the age of 21 years.
Big Promises for Women
- It has been resolved to launch a Mahalaxmi Yojana to provide Rs 1 lakh per year unconditionally to poor women belonging to the third class of Indian families. Beneficiaries will be identified among the most needy families. This amount will be sent to the bank account of the female elder of the family. If there is no elderly woman in the family, the amount will be sent to the account of the oldest member of the family.
- Will allow reservation of seats in Lok Sabha and State Assembly to be implemented only after 2029. One-third reservation for women will be implemented in the state assembly which will be elected in the 2025 assembly elections.
- Half 50% of central government jobs will be reserved for women from 2025.
- To prevent discrimination in women’s pay, the principle of equal pay for equal work will be implemented.
- The amount of institutional credit given to women will be increased.
- Women and men should have equal rights in matters of succession, marriage, inheritance, adoption, guardianship etc. All laws will be reviewed.
Big Promises for Farmers
- Under Kisan Nyay, the minimum support price will be given legal status.
- A loan waiver commission will be constituted and GST-free farming has also been promised.
- Under labour justice, an employment guarantee has been promised only by giving the workers the right to health and ensuring a minimum wage of Rs 400 per day.
- Crop insurance will be tailored to the farm and the farmer.
- Commission for Agricultural Costs and Prices (CACP) will be made a statutory body.
- The premium will be paid to the farmer as per the sum insured and all will be settled within 30 days.
- Retail markets will be established for farmers in big villages and small towns so that farmers can easily bring their produce and sell it to consumers.
Big Promises for Education
- After coming to power, the government will consult with the state governments regarding the new education policy and make amendments in it.
- There will be an amendment in the Right to Education Act to make education from class 1 to 12 free and compulsory in government schools.
- The practice of charging special fees for various projects in government schools will be abolished.
- The scholarship amount for OBC, SC and ST students will be doubled. SC and ST students will be given assistance in studying abroad for higher education. The number of scholarships for them in PhD will be doubled.
- A network of residential schools for SC and ST students will be set up and extended to every block.
- The number of Kendriya Vidyalayas, Navodaya Vidyalayas and Kasturba Gandhi Balika Vidyalaya will be increased in consultation with the State Government.
Promise to Defend the Constitution
- Congress said it rejects the idea of ’One Nation, One Election‘.
- Amendment of election laws to combine the efficiency of EVMs and transparency of ballot paper. Voting will take place through EVMs, but voters will be able to keep and deposit the voting slips generated by the machine in the VVPAT unit. The electronic vote tally will be matched with the VVPAT slip tally.
- The Tenth Schedule of the Constitution will be amended and MLAs and Parliamentarians who defect will be automatically disqualified from membership of the Assembly or Parliament.
- No interference in individual choice of food and clothing, love and marriage and travel and residence in any part of India. All laws and regulations that unreasonably interfere will be repealed.
- Both houses of Parliament will function for 100 days in a year. One day a week will be devoted to discussion on the agenda suggested by the opposition benches in each House. The presiding officers of both the Houses will have to break their ties with any political party and remain neutral.
- Planning Commission will be reinstated.
- Police, investigation and intelligence agencies will work strictly according to the law. The unbridled powers that they currently exercise will be reduced. They will be brought under the supervision of Parliament or State Legislatures, as the case may be.
